It has to account for people in different timezones, or people who can't be online all day. Not much more to say, really.
2: Yes
If the CEO has more than 50% shares, the war dec vote is nothing more than a formality. I don't think it's intended to add more time on to the war dec process when the whole corp wants the war, so maybe this should be changed. ---------------------------

I don't think it is. I did empire wars for close to a year, and the bit I had a problem with was the vote before you can declare. The 24h wait period means you can declare war during your normal playing time, then be online and ready to go when the war goes live. It also means that players in different timezones or with limited playing time will at least have had a chance to find out about the war before it starts. ---------------------------

Actually, that wasn't the point of question B. I don't know if you've ever processed a war dec, but currently you have to put it to the vote first, which takes a minimum of 24 hours, before you can declare war, which then has the 24h wait period before you can fight. The vote clearly isn't designed to give the other corp more time to prepare, as they don't even know it is going on, it's merely to give people a chance to vote in the event that there are actually multiple shreholders in a corp that may not all want to go to war.
The vote is based on the number of shares of the voters, so if over 50% of the shares have been used to vote one way, the vote is already decided, so why shouldn't it finish instantly? It wouldn't allow a player to go out and gank a corp immediately, but it would mean that a player in his own corp could declare war immediately without having to vote (and then he would have to wait the 24h before he could fight). ---------------------------
